  33. The U.S. Air Force Space Systems Division has formally delayed the
  34. launch of the next Navstar Global Positioning System satellite until
  35. June because of the fear that the solar array pointing failure on the
  36. first of the Block IIA satellites (see CANSPACE posting of 28 January
  37. 1991) may be generic.

  56. I'm not a lawyer, but I think I can address a few things here.

  58. Lotteries are not legal.  I'm not sure about not-for-profit ogranizations (I do
  59. see a lot of "raffles").

  61. The problems with Space Travel also seem to relate to a consent agreement which
  62. they may or may not have violated.  Regardless of the lottery issue, contempt
  63. of court is a nasty charge.

  65. I really hope this comes out okay, but, of all the states to run a lottery in,
  66. why Texas?
